Abstract
The Summit Conference of G-20 which took place in Washington on 15th November
2008 is a good sample to show the connections between the political agenda, the
agenda setting of the media and the social agenda. Though they should agree, the
unequal incidence of the new technologies of information causes different rhythms
and even failures and gaps between the information and the deliberative spheres
on the one hand and the decision-making processes on the other. Therefore, it is
necessary to distinguish between what is accidental and what is causal. This must
lead to a collaborative democracy integrating the different processes in arder to define
the public affairs. And this must lead as well to a new articulated democracy with a
strong capacity of integrating present, past and future. That is to say, a new method of
analysis able to make predictions, but admitting we can mistake.
