Abstract
En el presente trabajo se tratan tres tipos de cuestiones entrelazadas. En primer lugar, se analiza el concepto de Razón de Estado. Esta expresión hace referencia a la utilización (y su conocimiento y examen racional) de medios excepcionales por parte del Estado para conservarse y mantenerse en situaciones de necesidad. Los medios pueden ser legales e ilegales, morales e inmorales. Y aquí se encuentran las tensiones y conflictos entre los mandatos de la ética y el derecho y las exigencias políticas. En segundo lugar, se insiste en la conexión entre los primeros pasos del Estado moderno (conjunto de instituciones que dentro de un territorio pretende contar con el monopolio del uso legítimo de la violencia) y las teorías de la buena y mala razón de Estado. Al respecto, se describen las contribuciones de G. Botero y P. de Rivadeneira.Finalmente, y en el ámbito del tercer tipo de cuestiones, se analizan las aportaciones a la buena razón de Estado de Francisco Tomás y Valiente, Elías Díaz y Rafael del Águila.La tesis mantenida en el trabajo es que mientras los conflictos de la (mala) razón de Estado son inevitables, el Estado Democrático de Derecho y los valores éticos que le inspiran y fundamentan (buena razón de Estado) deben ser el remedio.

This expression refers to the use (and its knowledge and rational examination) of exceptional means by the State to conserve and maintain itself in situations of need. The means can be legal and illegal, moral and immoral. And here are the tensions and conflicts between the mandates of ethics and Law and political demands. Secondly, the connection between the first steps of the modern State (a set of institutions that intend to have a monopoly on the legitimate use of violence within a territory) and the theories of good and bad Reason of State is emphasised. In this regard, the contributions of G. Botero and P. de Rivadeneira are described. Finally, and in the field of the third type of issues, the contributions to the good Reason of State of Francisco Tomás and Valiente, Elías Díaz and Rafael del Águila are analysed. The thesis maintained in the work is that while the conflicts of the (bad) Reason of State are inevitable, the Democratic State of Law and the ethical values that inspire and base it (good reason of State) must be the remedy.
