Abstract
La presente Tesis Doctoral se enmarca en el contexto del uso y acceso a la información contenida en una serie de portales web de instituciones ligadas al mundo del trabajo. El análisis y la evaluación de estas plataformas servirá para conocer si estas instituciones tienen capacidad actualmente de responder a la necesidad de sus usuarios y si cuentan con información que favorezca a los usuarios en un empoderamiento en el contexto laboral en el que se desempeñan. Se evalúan los portales web de estas instituciones en tres países del Cono Sur de América Latina -Chile, Paraguay y Uruguay- en la búsqueda de elementos que permitan establecer la usabilidad y calidad de la información en ellos contenida. Se determinan sus características y limitaciones; los modos en que a través de ellas se comparte el conocimiento y si transmiten la información que sus miembros o usuarios de estas organizaciones necesitan. Esta investigación, promueve una mejora en el diseño de las líneas estratégicas y desarrollo de plataformas web que brinden a las organizaciones vinculadas al mundo laboral la oportunidad de actualizar sus plataformas, de desarrollar un marco de competencias para el manejo efectivo de las tecnologías, de establecer una presencia y actividad institucional en las redes sociales, como principal fuente de información en el área laboral de sus países.
The framework of this Doctoral Thesis is the use and access to the information contained in a series of web portals of institutions linked to the world of work. The analysis and evaluation of these platforms will determine whether these institutions currently have the capacity to respond to the needs of their users and if they have information that favors users in an empowerment in the work context in which they work. This work evaluates the institutional web portals of three countries of the Southern Cone of Latin America -Chile, Paraguay, and Uruguay, looking for elements that allow to establish the usability and quality of the information contained in them. Its strengths and limitations are determined; the ways in which knowledge is shared through them and if they transmit the information that their members or users need. This research promotes an improvement in the design of strategic lines and the development of web platforms that provide organizations linked to the world of work the opportunity to update their platforms, to develop a framework of competencies for the effective management of technologies, to establish a presence and institutional activity in social networks, as the main source of information in the labor area of their countries.
