dc.description.abstractThe growth of the crimes usually is faced in many countries by increasing the budget of the agencies in charge to face the crime and the prison sentences, without obtaining good results. This paper proposes that a proper management does not resolve by itself the phenomenon of the citizen security, but an inadequate management exacerbates the insecurity. This means that the form to manage the security is important. It suggests an approach which understands the citizen security as one more of the assets that the government is obliged to provide to their citizens. Therefore, the proper functioning of the institutions requires collaboration of other agencies; likewise, the public policies designed to provide security must be part of the social policy of the government.es
