dc.description.abstract	La evolución del Derecho Internacional de los Derechos Humanos nos pone de relieve que América es uno de los continentes del planeta en el más se ha avanzando a la hora de reconocer y proteger los derechos fundamentales. Existen, a este respecto, dos perspectivas complementarias: Por un lado, la instauración de un sistema interamericano en materia de derechos humanos que, básicamente, descansa en la Declaración de 1948, de un extraordinario valor político jurídico; y en la Convención americana de 1969 que cierra los elementos claves del “sistema interamericano” y abre las puertas a la elaboración de instrumentos de carácter sectorial. Pero que, sobre todo, refuerza institucionalmente los mecanismos de garantía de los derechos reconocidos. Por otro lado, los logros en materia de integración regional están repercutiendo en el sector concerniente a los derechos humanos y, aunque los avances son aún muy limitados, se advierte, con toda claridad, que la integración regional y subregional en el continente americano camina siempre en la dirección del reconocimiento y protección de derechos de carácter fundamental, de tal modo que nos encontramos con la adopción de algunos instrumentos en este campo.
dc.description.abstract	The evolution of International Human Rights Law shows that America is one of the continents in which most significant progresses have been made on the recognition and protection of fundamental rights. There are, in this respect, two complementary perspectives: On the one hand, the establishment of an inter-American system of human rights that essentially rests on the 1948 Declaration, which is of an extraordinary political and legal value, and the American Convention of 1969, which closes the key elements of the "Inter-American system" and opens the door to the adoption of specific instruments. But, above all, strengthens the institutional mechanisms to guarantee the recognized rights. On the other hand, the development in the regional integration processes are having a considerable impact in the human rights field and, although the progress is still very limited, it shows clearly that regional and subregional integration in the Americas is always going towards the direction of recognition and protection of fundamental rights, in such a way that we find the adoption of some instruments in this field.
