A prior, convened a year after the death of the dictator Francisco Franco, still in Francoist Courts, and a second amnesty, converted into the so-called "Amnesty law ", agreed and drafted by all political groups in the democratic courts, emanating from Parliament, with the exception of Alianza Popular, which voted against it.
