This paper proposes that a proper management does not resolve by itself the phenomenon of the citizen security, but an inadequate management exacerbates the insecurity. This means that the form to manage the security is important. It suggests an approach which understands the citizen security as one more of the assets that the government is obliged to provide to their citizens.
