AB La presente tesis analiza dos aspectos fundamentales: la importancia de los archivos y las bibliotecas en los planes estratégicos de las instituciones de educación superior de Ecuador y la situación actual de la planificación de ambos servicios. Para elaborar esta investigación se realizó una revisión sistemática de literatura pertinente en relación a la temática y una labor de campo. Respecto a esta última, se desarrolló a través de la revisión de las sedes web de una muestracompuesta por cincuenta y ocho universidades de Ecuador públicas y privadas, avaladas por elConsejo de Educación Superior (CES). Tras el análisis de cada uno de los planes institucionales recopilados, se concluye que el archivo aparece en los planes del 19% de universidades, mientras que el 56.25% aluden a la biblioteca.No obstante, dado que ningún servicio de archivo y biblioteca ha publicado su plan estratégico en sus sedes web, resultó imposible establecer una comparativa entre los planes institucionales y los de sus respectivos servicios. Los resultados de esta revisión fueron el punto de partida para continuar con la aplicación de la técnica de la encuesta, como herramienta para conocer el panorama del uso de la planificación en los servicios de archivo y biblioteca de las universidades ecuatorianas. Este instrumento se aplicó a los/as responsables de ambos servicios de información con la finalidad indicada. Se obtuvo la respuesta de veinticinco directores/as de archivos y cuarenta y un responsables de bibliotecas. Este resultado supone una tasa del 43% y del 70% del total de la población de archivos y bibliotecas estudiadas, respectivamente.El análisis de los datos de las encuestas aplicadas permitió concluir la importancia de fomentarla formación en planificación y administración de archivos y bibliotecas a razón de la necesidadde profesionalización de sus directores/as en este ámbito. Por otra parte, una pequeña población de archivos y bibliotecas no ha implementado la técnica de planificación y tampoco ha desarrollado su plan estratégico por ausencia de apoyo, falta de conocimiento, entre otros. Y, otros archivos y bibliotecas disponen de un plan estratégico vigente ajustado a los planes de la institución; no obstante, éstos no han sido difundidos públicamente.En este marco, se pone de manifiesto una aproximación al escenario actual de los servicios dearchivo y biblioteca de las universidades ecuatorianas respecto a la planificación y su aplicación en cada uno de ellos, ofreciendo los datos de su casuística.
AB This thesis analyzes two fundamental aspects: the importance of archives and libraries in the strategic plans of higher education institutions in Ecuador and the current planning situation of both services. In order to develop this investigation, it applied the systematic review of relevant literature in relation with the discipline and a field work.Regarding the latter, it was carried out by reviewing the web sites of a population made up of fifty-eight public and private ecuadorian higher education institutions, endorsed by the Higher Education Council (CES).After the analysis of each of the institutional plans compiled, it concluded that the archive appears in the plans of 19% of universities, while 56.25% allude to the library. However, archive and library services have not published its strategic plan on its web sites. Thus, it was impossible to establish a comparison between the institutional plans and those of their respective services.The results of this review were the starting point to continue with the application of the survey technique, as an tool to know the panorama of the use of planning in the archives and libraries of ecuadorian universities. This instrument was applied to the directors of both information services for the mentioned purpose. It obtained the response of twenty-five (25) archive directors and forty-one (41) library managers. This result represents a rate of 43% and 70% of the total population of archives and libraries studied, respectively.The analysis of the data from the applied surveys allowed us to conclude the importance to foment training in planning and administration of archives and libraries due to the need of professionalization of their directors in the area of Archival and Library Science. Otherwise, there is a small population of services that did not use of the planning tool and that did not develop its strategic plan either due to lack of support and knowledge, among others. And, other archive and library services have a current strategic plan aligned with the institutional plans but they have not been publicly disclosed.In this sense, it presents an approximation to the current scenario of the archives and libraries of ecuadorian universities planning, offering the data of their casuistry.
