AB Una de las grandes preocupaciones históricas de la sociedad española es, entreotras, la de la calidad del mecanismo arbitrado para la representación política. Lainapaciguada agitación con respecto al diseño consagrado en la LOREG –conocidopopular pero faliblemente como “sistema D’Hondt”– ha cobrado fuerza nuevamenteen el contexto socio-económico actual, campo abonado para que erupcione unavez más lo que podría denominarse bajo el calificativo de “la cuestión electoral dela democracia española”. Por ese motivo, es preciso abordar las consecuencias prácticasde los artículos 6 y 68 CE, ya que ambos son relevantes para comprender lasituación actual de la representación política, del sistema electoral y de partidos ennuestro país, así como de los derechos políticos que están en juego.
AB One of the earliest leading worries of the Spanish society is that of thequality of the mechanism for the political representation. The unquenchableagitation with regard to the design dedicated in the Organic Law of ElectoralRepresentation –commonly but wrongly known as “D’Hondt System”– hasgathered more strength in the current social-economic context, a solvent fieldin order to once again explode what might be named under the epithet of “theelectoral question of the Spanish democracy”. For that reason, it is demandedto deal with the practical consequences of the 6th and the 68th articles of theSpanish Constitution, due to both of them are relevant to understand thecurrent situation of the political representation, of the electoral system and ofparties in our country, as well as of the political rights that are at stake.
