Instituto de Política y Gobernanza, AB This text analyses the process and consequences of penetrationof what I call new global terrorism in the Balkans and its impact onthe development of ethnic conflicts in the zone. It is suggested that theislamists’ presence is one of the factors radicalizing conflicts and thatnew global terrorism and illegal trafficking are becoming one ofimportant actors in the regional political stage.At the beginning I try to give a working definition of terrorismand design of new global terrorism; then I study its implications forthe Balkans. The main hypothesis is that ethnic conflicts in the postcommunist world, and especially in the zone, cannot be properlyexplained without taking into consideration non public power actors.Penetration of new global terrorism structures is analyzed in thecontext of four important circumstances: fragmentation of formerYugoslavia and settlement of grey zones out of State control;development of what is usually called “new wars”; appearance andevolution of armed organizations and their relations with terrorismand organized crime structures; and the revitalization of Islam.Finally, an evaluation is made that Balkans are probably notsuch an important place for the new global terrorism structures as Middle East and Western Europe, but are and probably will be usedby it because of permeability of borders, poor border control, and theirproximity to EU countries.
