AB The present work is about the last “CumbreIberoamericana” that took place in Salamanca and was held in theframe of precedent similar meetings. The following pages develop theoutlook of different Spanish governments and show the main changesmade in the whole system, they are especially focused in theestablishment of an Iberoamerican General Secretary.The powerful and everlasting ideological content of this kind ofsummits is enhanced in order to show how these summits areinterpreted by the different political parties in accordance with theirpolitical programs. The public declarations of Prime Ministers andForeign Affairs Ministers that are been produced from 1991 untiltoday show this path.
